She has proven she can't be trusted to do this. She doesn't say who she will appoint. This is non-speak.

Then why is she taking money from out side groups? What bill is she talking about?

And until Congress acts, she'll sign an executive order requiring federal government contractors to do the same.

Again this isn't a real plan. You know who she is talking about when she says "Federal government contractors"? Private prisons. She doesn't seem to want to get rid of them by this statement.

Hillary will also promote an SEC rule requiring publicly traded companies to disclose political spending to shareholders.

Amplify the voices of everyday Americans. Hillary will establish a small-donor matching system for presidential and congressional elections to incentivize small donors to participate in elections

If she wants this then why is she having secret meetings with wall street executives that she won't let the media into? Souds like she's just planning on helping wall street tighten the stranglehold they have on the political establishment.

Long sections of text are not the same as a comprehensive plan. Clinton deserves just as much heat for it as Sanders got.
