I would guess they're asking more to determine if a dog is the right fit, as in, they're probably not going to adopt a border collie to a person in a wheelchair, or a more timid/reactive dog to a person who has disabilities that prevent them from understanding a dog's boundaries and potentially end up being bitten as a result. I don't think they're breaking any laws or anything by asking, and I don't think you have to answer the question. I think the pictures are weird, but likely an attempt to replace a home visit in COVID times. Some rescues are super hard to adopt from and have enough fosters to hang on to dogs until they find what they deem to be the "perfect" match.
