I would argue most people do not have the psychological development to make this decision until their like 25-26, and even then some people of that age and older shouldn't be popping out babies but they do.

As far as informantion goes it really depends on public education or whenever your parents get around to it(having to deal with farm animals I learned sex Ed like 3rd-4th grade). Since you are really the only who can determine how developed you are , I think you should be the only one who can determine wether or not you consent (givin the proper information and education reguard sex has been provided).

TBH if feel like that is part why people tend to overlook children experimenting(both commiting consensual sexual acts) but flip when a highschool student-teacher fling is discovered (because the idea of -what most societys consider- a young adult consenting to do something with an older person, most people can't comprehend that happening without some for of abuse taking place.

I also think it has to do a lot with the infantilization of youth an women over the years but that's a whole different can of worms lol
