Why as players are we having to rely on features and tools provided by the community to help us out rather than Bungie implementing them themselves?

Personally, I think Bungie has a sort of warped view of how things work in this community, which is why we have so many of the problems we do. Perhaps the best example is Bungie and the original vault space.

When Destiny launched we only had something like 20 vault spaces per item, which made it impossible to really collect anything. Even holding every exotic was practically impossible without sacrificing multiple character inventory spots to do it. And, if I recall correctly, Bungie's response on it was "you don't need to hold all that stuff," a statement that is as true then as it is now, but that doesn't stop people from wanting it (it's the whole point of seasons offering new loot).

In this case, I think Bungie made a version they thought was good enough and gave people the tools to do it themselves. Since we know what we want and can essentially devote unlimited resources to creating it, we end up with better community tools.

The only exception is LFG, which I think is a result of Destiny being rushed out. By the time Bungie could've done it, other places were already doing it better, so they just never bothered.
