Please explain his logic to me

Dogs are actually included in the COVID-19 sheltering in place guidelines and are to remain at home, not in stores or taken to the homes of others. It's just another guideline that not everyone may follow, which will be another item considered when we get another extension through June, which will be our what, fifth extension here? Los Angeles has been extended with sheltering through July. Good times because people aren't giving a crap. Admit it or don't admit it. Either stay sheltered or go out and do as you please; at least consider wearing mask and gloves. Legally, there's no disputes among judges I'm in touch with that all of this is and has been a violation of our constitutional rights (the right to gather and socialize in public). There are zero laws anywhere in the USA about this because this is novel, so perhaps they can write those laws and they can become effective for the future and when the police want to arrest or cite someone, there will be a specific code section for it instead of putting the cops in that precarious position. Don't believe it? The sheltering was struck down in Wisconsin this week. Go out or stay home.
