It's better than that. There's $175k for "project management" and a separate $150k for "construction management"; and then $750k for the actual "construction contract", which I bet includes the actual management overhead on the side of the construction company.

"Architecture and engineering fees" ($300k) are the other outrageous line item. The cost for an engineer to draft and sign off on plans for a bathroom are maaaybe one tenth of that. And that's including on-site surveys, which are actually budgeted separately ($40k).

And then $20k for "contract preparation" and $25k to obtain building permits - doesn't the city have full-time staff to handle this?
