Cars turning right yielding to cars turning left

I wasn't talking just about left turns against right-on-red. But also when both turns have green lights. For instance, this intersection here: https://www.google.com/maps/@37.8679808,-122.2968448,18z

Both directions turning onto University have green lights but when there are a number of cars turning right, the left-turning cars will turn into the right lane anyway causing backups. In this case the right turn has right-of-way! fascinating. If the left turns would turn into the left lane WHILE the right turn has the right of way, then both turns could happen at the same time and everyone would get through and we all win!
