They do. Crashes, failures, safety cars, pit stops and blue, red, and yellow flags are all part of the sport. They cannot be stripped out of the evaluation. The sport does not need a bunch of fan fiction "power rankings" where everyone gets to make up their own definition of what is luck and skill.
If you get fucked by a SC like Perez, so be it, you could have made your tires work longer and didn't need to pit, but Perez wasn't able to do that, so he pitted, so he got screwed. F1 is a man made thing, there are no natural laws of fairness or equity. You finish in the order you finish based on decisions you made. We have a ranking system and it doesn't have Russell in 3rd because that's not where he finished a race which is determined by time and space.
