As far as my understanding, merchant (in this scenario will be anet) will not refund any transaction unless it was being requested by consumer (cardholder) / issuer. The only reason anet will tag a gaming account as fraud when there's a chargeback requested by issuer. Chargeback can be due to consumer clicked multiple of time for a single transaction (duplicate transactions), unauthorised charge, etc. This is when a transaction was fully charged and to recover back the amount.

As for your case, the transaction was not completed and a refund notice has been requested. Your husband did not request for a refund, merchant (anet) for sure will only accept the transaction, so the problem can only be appear at your husband card issuer that may have miscommunication within their department (the one your husband spoken to against authorisation department). Is you husband talk to the customer services representative or which department? They may not deliver the information to the respective department.

Anyway, I do have similar cases during my fraud case investigation where cardholder did purchased something online but transaction description was way too different. As a result, during authorisation department verification with the customer, he was too confused and forgotten such a purchase then claimed it as unauthorised transaction. Only to be found out later was a genuine transaction. Regrettably, his account was totally suspended and there is no way to recover back (conversation with the cardholder after scene months later).
