For Engi, Rifle had been a blunderbuss + rifle 5 weapon set for the longest time until it got buffed. And it's not even that good a weapon set, and even in peak rifle mech, the weapon itself wasn't really good lol. Pistols were also Condi which engi had been known for since forever. And Shield was always for the heal engi builds and sword holo.

For mesmer, since confusion got nerfed like 2021 Sept or something, it's been kind of out of commission. It's also been the easier weapon to use to tank with when chrono tank was in its heyday but you'll get your chrono be judged by chrono players for playing scepter as not condi tank. lol
