The Government contracting a religious organisation like the Salvos to do Job Network contracts is not a fair comparison for this reason:

We have a secular government. It has a budget and it tenders out work. For the Salvos to win that contract they have to fulfill some requirements. They cannot be promoting their religion with it or discriminatory in the way they apply the program.

the service delivery is provided in a secular manner - anybody of any religion can access Job Network.

So the relevance of their religion is reduced down only to the fact that giving them work helps them expand or improves their balance sheet, and is not to do with program delivery.

The money does not go to spread their religion. It doesn't go to build churches and pay priests. It goes to the service delivery.

Secondly they have to have come in cheaper and at better value than the opposition.

If a Muslim organisation competed with them and provided a cheaper better tender with the same conditions it could also win that government contract.

The difference between that and Halal Certification is that Halal Certification is a religious charge levied on the food producer.

It has no service delivery function. It's only function is to raise money for the Certification Organisation

Muslims Australia (formerly AFIC) which certifies Vegemite proudly says on its website that it uses the money to build mosques, pay imams and spread Islam.

In their annual report they say they use it to fund the Islamic Councils in every state of Australia.

This is not secular service delivery. This is not benefiting Atheists, Christians, Sikhs, Buddhists or Hindus or even secular Muslims who don't want Halal Certification-for-pay.

Yes - they don't even speak for all Muslims.
