Some people, maybe. My rescue is a terrier mutt. We spent over two grand on training classes. He's actually a LOT better now than when we got him. He's fine when he's home alone but when we're out he barks at people. The issue is he is terrified of humans.

We've worked hard on training him and sometimes he's really good. Sometimes on a walk he'll sit to the side and wait while people walk past and not bark but just be kinda tense, and I will praise him for being such a good boy and trying so hard. Sometimes he'll even be relaxed and a passerby will say What a cutie! and try to pet him even though I asked them not to and then he'll start barking and freak out and for the rest of the walk he will bark like a maniac at any person or thing that passes by.

And sometimes, it's just a rough day. Maybe the neighbor was loudly playing in the yard, maybe we came outside and there is a bicycle going by our house, maybe I don't even know why but he's extra afraid of people.

We've done all we can to make him more social, but the reality is if you are a stranger he thinks you want to hurt him so he barks.
