I’m sorry but toddlers do not generally know those words so if they are saying them it will raise suspicion for trained mandated reporters like doctors, nurses, and teachers. It will also piss off other parents whose kids come home saying those things and get the kid in major trouble at school. If you don’t want your 5 year old girl saying penis and testicles then don’t teach her those words, that’s what most people do. If she knows them and says them to adults, like if she came out of a bathroom and said “I wiped my vulva” to a male teacher that would be pretty cringey and he’d be super suspicious of why she would talk like an adult about a part of her body the rest of the kids call their “private parts”.
