[ROUTINE HELP] When do I use an exfoliator in Cleanse-Tone-Moisturise routine? Before toning, before moisturising? Also, does anyone else use this?

Don't use scrubs cause they're bad for your skin. If it it's crunchy or gritty, you dont want it on your face. Go for chemical exfoliators instead, like glycolic or lactic acid. The order is wash, tone (your toner is your chemical exfoliant), serums (if you use them), moisturize. Start with thinnest consistency and work your way to the thickest. Your thin products can't impact your skin through a moisturizer.

A good rule of thumb at the drugstore is to buy skincare that looks boring and French, or a big brands with tons of money. La-Roche Posey, Roc, CeraVe, Loreal, Neutragena, Olay. You don't have to shell out a lot of money. Just avoid alochol as an ingredient and anything crunchy.
