The Seal of Confession is a sacred institution of the Catholic faith. ANY attempt by the authorities to force priests to break it is religious persecution, no matter how reprehensible the crimes of the confessor.

The issue is that confession is supposed to come with penance. Saying a bunch of Hail Mary’s isn’t true penance

It's not penance in the eyes of secular society, but it is to practicing Catholics.

To someone who genuinely believes in the faith, God, Heaven, Hell, Purgatory etc are very much real. It might look like a meaningless poem to us looking in from the outside, but not to believers.

I grew up Catholic and went to confession as a kid a few times. Sometimes the priest will actually give you instructions outside of prayer as penance, such as apologising to people or admitting to something you've hidden. Which to be honest I would like to think a lot of priests would do for abusers. However it's not the priests place to go to the authorities, in that situation it's on the confessor to own up and face the earthly consequences in exchange for heavenly forgiveness.
