study policing for a while and you come to understand that police are incredibly lazy when it comes to building cases against good they accuse of wrongdoing.

this is why they work so incredibly hard at extracting confessions and why they get so angry (and sometimes violent) when an accused refuses to confess.

you are absolutely correct in saying that they can already get everything they need with the tools and laws that are already available to them, it's just that they'd strongly prefer not to do the work.

(sociologist here. folks always downvote the hell out of comments like this because they either know someone who is a cop or a nice cop helped them once and they want to invoke the "most people" fallacy. few folks on reddit seem interested in a long-ish treatise explaining this (or anything!) but, as always, I'm happy to provide sources on request. pm me)
