You throw out some names (Bernie, Warren, AOC, Tulsi, and Pramila Jaypal). But do you have a source showing they won their elections against a better funded opponent. Even if they did, they didn't win their election with a $1000 dollar campaign. They still must have had substantial funds to run a campaign.

The higher you go in the system, the more money counts.

I'm sure we both agree that Hillary had more money then Bernie right? And who won the 2016 nomination?

Going back to congress, show me a study of congress and how many of them won their elections against a better funded opponent. I'm guessing it's less than 5%.
