Third grader excluded from birthday party when the rest of the class was invited

Most elementary schools have a policy that birthday invitations cannot be handed out unless every child receives one (at least where I live in Canada), and a no bullying tolerance (it can be hard to determine what’s bullying, and what’s age appropriate behaviour, but this sounds like the kid a bully) It sounds like that kid sucks. I would try to talk to the school and the birthday child’s parents, just to clear the air and see if the parents did intend on having the whole class invited. However, there’s no way in hell I’d actually let my child go even if the parents do invite him. I’d plan a day with my child and some of his friends instead. And if I ever find out my kids try to do some mean shit like this I would cancel the party in an instant. Bullies don’t get rewards in my house.
