Why not just devote efforts towards creating a wheelchair that's capable as doubling as a car?!
Remember the Rascal? Didn't they drive it to the Grand Canyon? I live in River Oaks (wealthiest section of Houston). Our roads (I don't mind) are infested with elderly driving their rascals to the grocery store, hair salon, restaurants and much, much more.

They're quick, but most drivers are compassionately patient and respect this is someone's only means of transportation.

So I'm serious. Instead of spending millions to reinvent a Smart Car that accommodates a wheelchair, the cost of owning a vehicle, insurance, registration, maintenance, etc. must be considered when evaluating the need to invent a new 'electric car' specifically created to carry ONE person in a wheelchair. We already have many amazing vehicles with power lifts and modified controls that enable a person confined to a wheelchair to drive wherever they care to drive. I have a cousin with one such vehicle, and the modifications were "at no additional cost" to the purchase of his vehicle. This proved especially worthwhile after he chose to sell it, two years later.
