Where did you get that? The law is about "Russian films" (rossijskij, not russkij) and films that portray the Russian army in a positive light.

The actual law:

В Україні забороняється розповсюдження і публічне демонстрування фільмів, вироблених фізичними та юридичними особами Російської Федерації, а також фільмів, що пропагують (включаючи подання позитивної інформації) діяльність правоохоронних органів, збройних сил, інших військових чи силових формувань Російської Федерації або їх окремих представників, та фільмів, сюжет яких прямо чи опосередковано пов'язаний із діяльністю зазначених органів чи формувань

Translated:

It is forbidden in Ukraine to distribute and publicly show films produced by individuals and legal entities of the Russian Federation and movies that promote (including the presentation of positive information) law enforcement agencies, armed forces and other military formations or their individual representatives, and movies, the plot of which directly or indirectly related to the activities of these bodies or groups.

I don't support this law whatsoever, but there's a HUGE difference between banning films that promote Russia and films that promote the Russian military. According to NATO, the EU and the vast majority of countries in the world, Ukraine is currently at war with Russia. Banning films that promote your enemy's army isn't the same thing as banning books, like other users have suggested.
