I'm specifically talking about a document here. I don't any decent person could say that freedom of speech, press, religion, etc. is bad. Or due process, or speedy trials. Does that mean America has perfectly executed these virtues? No. Does that means many regards is America a hypocrite yes, but you can still see the good in the principles and when they have been applied.

Likewise you can see the good in the Soviet Union policies in free healthcare, education, and better equality for women. Does that mean the Soviet Union always was good in upholding these things or suddenly these virtues become moot? No. But you just don't throw them to the wayside.
