Why do we vote for politicians, why not the actual policies?

In theory, that's what we should be doing in democracy. Democracy means everyone has a say int he government. And initially, in Ancient Greece, people of a city state (and by people, I mean land owning males... cause the rest were not considered really people) did vote in every issue.

But this is difficult to organize, especially in larger scales. So we decided we would instead vote for delegates, who will represent us. Who would vote as we would in every issue, and in theory it would be more or less the same as everyone voting by themselves.

But we have completely lost our ways. Instead we pick people to rule us, not represent us, among a tiny amount of candidates, usually none of which we really want.

Here's a hot take: There is not a single country in this world right now, that is democratic. The current systems are somewhere in the scale of oligarchy and elective monarchy.
