I understand your concern with men following women with risque clothing/barely anything on. What about groups of men and women running outside barely wearing anything ? Take the beach for example: so you cannot go with your husband to the beach then bc people are openly wearing no clothes, and it’s really hard ( for you and him) to lower your gaze? How would you manage that? We all look at each other for a sec or 2 but rarely people make moves. I mean it’s something people, I think including myself, are numb to here (and it’s quite disgusting) and don’t think you should take it so personally.

Intentionally following women who show their bodies that are not that famous is questionable, and it was a good thing you noticed it but even some women who are noteworthy, worth a follow, dont wear modest clothing! Welcome to the west. This is just my opinion but I think social media should be the least of your concerns. You are asking/looking for something kinda unrealistic maybe. I might be trying to justify male behavior - I am sorry for that - it would be easier if we were just all in burqas tbh. But that’s not possible here. Hope you find what you are looking for iA
