What are.. Cops are ordering commands at you with guns drawn, would it be safer to ignore all commands, go prone with your arms stretched out to the sides until they get bored enough to come over and cuff you? If not, please explain your reasoning?

I ask this because I've seen many situations where people under stress are trying to follow commands and end up getting shot because they don't follow them to a tee, or make a small mistake like moving their hand somewhere the cop doesn't like. I'm wondering if it would simply be safer to just completely ignore them, go prone on the ground with arms stretched out, and wait until they come and cuff you. I often wonder in situations like the one Daniel Shaver was in, if he just completely ignored them and didn't move at all, if that was his only way out of the situation alive. There's plenty of other examples out there I could point to, but we'll start with that.
