This is one of those situations where the smartest thing you can do is play stupid.

The amount of money required to forcefully get you to rehome one of your cats is much more then sending out a simple threatening letter.

Let the crabby lady pay for lawyers and navigate through amendments and bylaws and navigate with the building board to get representatives to come to you to explain the rules. You just have to pretend to be stupid and unable to read english.

My old neighbour tried to call animal control on my dog for being loud. I called animal control and they told me they won't do anything unless they feel the dog is in danger. With that info, I bought a louder sound system and taught my dog to sustain her howl. She's got quite a singing voice! Fuck crabby neighbours
