The Integrated Traffic Camera Unit is an active unit of the RCMP that is part of BC highway patrol. The province does have a separate unit, called the intersection safety camera unit that does more. As mentioned, they do have badges and ID cards, their badge will look something like the one on the left of this image.

if they do show up again, and there are any issues with conduct or any other concerns, you would want to try and get as much info as you can (badge number, name, etc.) and you can make a complaint to the RCMP detachment for your city and/or the director of police services.
