This is false. The police are government servants hired to protect the public at large. They're are not hire to protect individuals. For example, if a serial killer is on the loose, the police are hired to capture the serial killer to protect the public at large. They're not required to provide you personal protection from the serial killer.
In 1975, the police responded to a 911 call by a woman that two intruders were assaulting her friends. The police knocked on the door, looked inside the house, then left. The woman called 911 again, and the police didn't enter the house. All women in the house were beaten and raped. They sued the police, but lost the lawsuit with the court ruling the police have no obligation to provide personal protection to individuals, but the public at large.
