I think it might of worded it wrong. More like he saw what she did and instead of being inspired, he started comparing himself to her and started beating himself over it( Not having a flashy quirk, not standing out, freezing when someone was in danger, etc.)

Also they really haven't had any interactions with each other until after the overhaul arc and it was just like 3 panels I think, about her asking if he was ok.
