Whistleblower in Ukraine scandal under federal protection: report

Edit 3: I am not sure of the actual agency that would protect an AMERICAN CITIZEN from The President of The United States.

On our current trajectory, we're not far from a time when whistleblowers will be safer leaving the US prior to divulging evidence of corruption. I cannot understand why these complaints cannot be made completely anonymous. Who would risk their lives to be a whistleblower and possibly be killed by and agent or citizen of their own country? And this isn't hyperbole; we have lost control and faith in our agencies, and there are certainly citizens in "the base" that would be willing to harm this whistleblower. He/she will never be able to live without fear again. We need anonymous whistleblowing, or it will simply stop.
