I can't comment for One Piece, but it would seem that anyone with super high quality speed and a technique just strong enough to one-shot her would be required.

I'd say there's plenty of characters fast enough to cut her down before he can comprehend what's going on.

I don't generally use fancalcs, (apart from Bleach threads where it becomes fair game) so I'll use Doflamingo as a bench mark.

As you know, density correlates with the speed of an object. A pen that weighs 10 tons would fall much faster compared to a pen of a few ounces, even if it's the same identical size and shape within a vacuum. An object within a vacuum falls at a rate of 32 feet per second as the speed rises only as the square root of the height of the fall.

My point being that there is a character named Fujitora in OP, that can summon meteors. And said character from earlier, was able to cut it at point blank range. And it's not as if the meteor was tiny either, this was the size of it.

So I guess you can kinda imagine how fast OP characters can react right?

Later on the MC moves so fast that he basically becomes FTE TO Doflamingo and can hit him before he can react.

Not to mention at the very end of the arc it shows that just by hitting someone into the ground he can split a city into two. And yes those those little things are entire apartment complexes/buildings.

I'd say she'd do well with the mid-tiers, but she'd get wrecked horribly by the any high tiers and above.
