Quagmire. Though I'm a man, the other reason is Bender is only driven by hurting others and scamming/stealing, whereas Quagmire is about 90% driven by being a sex pest. There's a 10% other side of Quagmire where he's just a pilot, or a guy who talks to his friends about random nonsense.

With quagmire even if you're a woman, the question becomes do I take my chances with a robot that will 100% try to harm me in some way, whether financially or by bending you because he doesn't understand things such as bending people will kill them, or some other way; or take the chances with a guy who there's a 90% chance he will try to sleep with you and then a somewhat smaller chance that he'll try to roofie you or something (most of the women just reject him and pepper spray him).

So it's a bit of a tossup. As a man, I'm safe, but for a woman, it's a harder decision. One things for sure, if it's staying in Benders house, or Quagmires house, being a woman, better to stay a Benders house. If you're a woman in your in Quagmires house, those percentages of danger just went up astronomically. If you're out in public, there's a decent chance he'll just hit on you until you pepper spray him or call the police or whatever.
