Allright, here we go:
This isn't about those 'evil creeps', it's another way to get attention from the world.
It's basically one of the highest forms of narcissism: she doesn't do anything like her female colleagues, who post duckfaces and nudes on instagram. She basically says: "Look at me. I don't do anything (no effort) and people are following me and catcalling me." In other words: "I must be amazing."
She's a student in Amsterdam. Amsterdam is pretty much the California of The Netherlands: the most liberal and delusional as it can get, full of people who have no clue about what's going on in the real world.
For Dutch standards, she's pretty much average. A dime a dozen. Most guys will simply ignore her. (Probably the reason why she's doing this.)
She's in Amsterdam: full of tourists who are there for the red light district. They might think she's just another prostitute, since people think of weed and prostitution when they think of Amsterdam.
From the pictures shot in Amsterdam, all men are tourists or immigrants. See also 5. (i.e. Not a local, Dutch citizin.)
100% sure not every picture is shot in The Netherlands. It looks like some of them were from her holidays somewhere in Spain, Portugal or Italy. In these countries, older men whistle to every female tourist out there. Even if you're a post-wall 50 year old woman, they still whistle, simply because you look different than the local women.
"She says she's experienced street harassment since age 12." Not the case. What she means is that she never received the attention she wanted. See also 4. Just another average girl.
Some of the photo's don't look genuine. Meaning that she simply asked the men to be on a photo with her.
See 1. Again... This is an attempt to shame men, while in fact she hates the fact that she doesn't get that much attention. Another Dutch female has pull off a stunt like this as well. It was about slut shaming. (She isn't really a slut, she just wants the amount of men sluts get to pay attention to her.)
