There’s no legal issue here. Your company did not violate any law nor did your fellow employee. It’s Halloween and a hot dog costume.

How you speak about this “line staff” as if they are lowly beneath you and how you are so upset Over a non-issue you couldn’t keep your composure To the point the CEO had to pull you into their office. Honestly you should be embarrassed and apologize to everyone around you for your behavior and move on with your life or step down from a leadership role if you’re incapable of leadership and keeping your composure.
