You're right. Just as another example that some people seem to think is great, vehicle hacking. Infiltrators don't need to be able to hack enemy vehicles. They're the pinnacle of AI infantry, they can hack out terminals and turrets for use against vehicles and air. If a vehicle crew gets out, infils can kill them. With enough teamwork a group of infiltrators can chip down vehicles with explosive bolts that don't trigger the awareness implant. All that isn't the limit to what infiltrators can do to vehicles, and for some reason people think hacking (in whatever implementation they think is right) would be good for the game. If you can't figure out a way to make your free overpowered anti-infantry infantry work against things that aren't infantry, maybe you should fucking pull something else.

Same with the whole "give shit tier easymode AA to everything" notion. That's not going to make it any easier, more fun, or more effective for ground to fight back against aircraft. That just makes it a retarded binary relationship where you either come with multiple manned AA guns for every plane in the area and completely shut them out, or you don't and get farmed. There needs to be an effective AA gun that takes some skill to use and can actually take out aircraft without them making some colossal mistake, and has some risk involved with pulling.
