I do fully understand the travel restrictions being brought in, this is part of the humour of it. You don't make a joke and then add a handful of caveats at the end. You don't end a "Horse walked in to a bar..." joke with "But of course this isn't an accurate depiction of the situation as horses can't talk, and the joke is merely the vehicle for a comedic outcome".

This is just kinda how sarcasm and jokes work. If it's missed the mark for you, that's really ok. Humour is subjective; but a joke not appealing to you doesn't immediately equate to xenophobia.
