Advertisers are already leaving Twitter and Elon is not happy about it.

I don't think it's properly confirmed yet but that's seems to be the way it's going. Just going by his tweet:

“Twitter’s current lords & peasants system for who has or doesn’t have a blue checkmark is bulls–t,” Musk tweeted. “Power to the people! Blue for $8/month.”

It seems unlikely that they'll maintain a requirement that you be notable. Also keep in mind as much as he may give reasons otherwise, this is a business move. Advertizers are fleeing and he's desperate for income sources to make twitter self sustainable. There's only around 400,000 verified accounts right now. Even if they all pony up that's only 38mil and realistically the actual number won't even come close to that.
