No they don't have to be target. Any place were under 18s might reasonably be present. Which effectively means any performance that isn't explicitly 18+.

edit: I would like to add that Mrs Doubtfire would not qualify as a sexually oriented performance under this bill anyway. Although it fits the definition under A, it does not under B, namely it was not written to appeal to the prurient interest in sex
