I read those articles when they dropped and did not interpret CDPRs words the way the journalists did.

I always expected “Animation_1 plays at location_B for Type 02 NPCs” type of stuff.

When I read the day/night cycle line, I always knew it was for changing animation markers, what animations are performed, how many NPCs would spawn, etc., based on the time of day.

GTA does the same thing.

It took Bethesda 6 years to make Skyrim and it had around 1,000 NPCs with full routines.

I see at least a few hundred NPCs in Night City every gaming session. Writing full routines for that sort of scale is simply unachievable until our machine learning algorithms are good enough to generate NPCs on their own.

I don’t know when they promised anything else in your list either.
