You ever think maybe he is just legitimately worried about her wellbeing? Maybe reread the part about sexual assault cases in his hometown? And it's not so much that shes only wearing a towel, but have you ever thought maybe it's also ILLEGAL for anyone to be only be wearing that outdoors, man and woman. Trying to avoid her being prosecuted for accidental exposure? And not only that, but wearing only a towel is exposing yourself more to getting sick and injured (assuming she is going out in harsher weather and/or barefoot without shoes and injuring her feet).
