I'm sure if manufacturing licensing was cheaper than there would be lower costs for making medical equipment which would lead to more manufacturers and increased competition, and would generate lower costs for medical equipment. Equipment is one part of why medical costs are high on the patient end.

Similarly, if higher education wasn't subsidized by the government, it wouldn't be so expensive and doctors would ask for less when negotiating their salaries after they are graduated/licensed.

There is also local regulatory collusion where self-interested hospitals lobby the city to limit hospitals built within the city, which also limit competition and keep costs higher than they would be with more competition. The hospitals involved in this approach usually know this outcome.
