Most Orthodox Jews do not go to college. The either live off of society or they become businessmen. The businessmen are top notch, the "students" are the ones that live off society. Basically they go to the local Yeshiva school forever and continue their path of learning forever. They get parsonage or scholarships from the Jewish schools which supplement their living.

The women almost always become speech pathologists or teachers (teaching degree not required) and get degrees online. They then get hired by Jewish ran facilities which is merely a glorified day camp with public funding. So it doesn't matter if you do well in school, if you are Orthodox and have the certification you are well paid and have the job.

So long story short, there are no legal loopholes you could take advantage of.
