Can I replace a meal with a candy bar just once?

First things first, unfortunately being short means weightloss will be slow. I think at your height if you eat 1200 calories a day, everyday, no exceptions and exercise cardio for an hour a day, you will only lose 6/7 of a pound a week. You won't see progress every week. It also means it will take probably about half a year or 26 weeks to lose those twenty pounds safely and in a healthy manner. You might not recognize progress for three months.

This is a marathon, not a sprint. No one is perfect. I don't eat 1200-1400 everyday. I eat at maintenance once a week or once every other week to stay sane, but that obviously shows my progress. Try to remember it isn't lose weight as fast as possible. It's lose the weight while building better eating and exercise habits. And part of that is learning how to balance desserts, candy bars, restaurant foods with your body goals.

You can do this but don't expect immediate results. Try to be as healthy as possible, while also still mentally healthy. YOU GOT THIS.

Also, I would add some cardio. It's good for overall health, builds muscle in different ways than strength training. And I personally feel it offers better mental health benefits than strength training does.
