First off, the main thing clothing provides is protection for the skin. The skin is the largest organ, it's also your most exposed organ, clean clothing protects your skin from bacteria and infection and radiation from the sun. It's not a coincidence every human society since the dawn of man had some sort of clothing.

It's also default human state to not have sun screen on, we don't put it on because we all decided we want to make Banana Boat a wealthy company, we put it on as protection, like we do with clothing.

Just because one person associates something they see with sex and it makes them uncomfortable does not mean that the person owning the body part should be required to adjust their behavior according to the comfort level of another person

This logic makes sense and I Would agree with you if society was 100% adult, except it's not. There's children and they need to be protected from stuff that they can't decide their exposure level to.

It simply isn't fair to force children to grow up exposed to naked strangers. And the only course of action to protect your children against this is turning them into hermits.

On the other hand, a fully clothed person who whips out their junk in front of you and makes eye contact is being deliberately threatening.

See if it's legal to be naked in public this wouldn't be a crime. If he has his dick out and it's legal to be naked where's the crime? Because he looked at you weird? Then you want him to get arrested for how he looked at you? And how is that provable in court?
