I could see it going down because a lot of out-of-town transplants who only live where they live for work reasons are leaving the larger cities on what may become a permanent basis, and I know plenty of people who are broke right now and have no plans of paying their rent while evictions are banned, nor paying it back later, just waiting until this is all over and then moving out.

Let's hope so, the entry cost of living is ridiculous in a lot of cities in the USA right now.
