Customs agents ignore judge, enforce Trump’s travel ban: ACLU

There are thousands of judges in the USA. They issue orders all the time. None of them are immediately enforceable and require a low level government employee to comply with them directly. If it did, a rogue judge in a sparsely populated county would have an extreme amount of power and can cause chaos throughout the country. A line employee in the government has no idea if a judge's order is valid and relies on the change of command in their agency.

The way it works is the order is sent to the head legal officer of the agency (usually called the general counsel or GC). The GC decides whether to appeal and request a stay of execution, or to instruct senior management to comply with the order. The senior management then sends instructions down the chain of command. You just don't shove a judge's order to some low level employee and tell them to comply with it. If management fails to comply with the order, then it is up to the party seeking the order to file an order of contempt with the judge, who can order a fine or jail until the order is complied with. But a defense for contempt is filing an emergency stay and appeal.
