Good question. I don't really know, but I read it like this...
For sure: First off, Billy is a sociopath who derives enjoyment from wielding power over others, regardless of his sexual orientation. Very important point. Everything else hinges on this.
Possibly: Billy would totally find it entertaining to force a gay guy suck Billy's dick. In his mind it doesn't make him gay it's just a power trip not much different from making people drain their savings accounts and then never paying them back.
Possibly: Billy thinks everybody, including the customs officer, is just like him. To Billy, anybody would enjoy making another person degrade themselves (again, possibly sexually, even if they aren't attracted to men), because it demonstrates dominance.
For sure: Again, Billy likes power tripping, so the idea of making someone go in there and suck somebody's dick (or at least go in there prepared to suck dick) is a reward unto itself. It's an ego boost for him.
For sure: Billy saw Andy as a weak target because he was the one gay man he knew that was most committed to Fyre Festival. Rightly or wrongly, he believed it would be easy to convince Andy in a way that would not be so easy to do with any of the straight guys on the team.
Possibly: Billy had intel that the customs officer was gay and/or that he wanted his dick sucked by a guy.
Possibly: Billy talked to the customs officer, said he'd send someone over to suck the customs officer's dick. The customs officer said yes, thinking it was going to be Bella Hadid or some other gorgeous woman. Billy couldn't swing something like that so he sent over his middle-aged gay employee. The customs officer was taken by surprise, realized how dark the situation, and took pity on Andy. Perhaps because he felt bad for Andy, perhaps because thousands of people without water would be very bad, or perhaps for both reasons.
Possibly: Billy had no idea whether the guy was gay/straight or wanted his dick sucked. He was either just trying anything he could and/or assumed this other guy was a sociopath too.
We'll probably never have answers unless the people involved do more interviews about it to be honest.
