Daycare fee promises?

Unless I'm misinterpreting the actual text, the Nova Scotia version of the agreement can technically be terminated. I'm no expert in these matters, but this is copy pasted from the agreement:

11.0 Termination11.1 Canada may terminate this Agreement at any time if the terms of this Agreement are not respected by Nova Scotia by giving at least 12 months written notice of its intention to terminate.11.2 As the effective date of termination of this Agreement under section 11.1, Canada shall have no obligation to make any further payments to Nova Scotia after the date of effective termination.

I would also assume that it would be the political move of shooting oneself in the foot if any party chose to invoke that termination clause.
