It's not fog, nor is it white clothing. Take a look at the left side of the goggles and then take notice of the forehead. The forehead is large and protrudes beyond the eye sockets...but there is a noticeable gap between forehead and the goggles. Fog on lenses wouldn't be that kind of bright white, nor would it have such a consistent disbursement field.

We're commenting because your find is timely. Why? Well, Steve Scalise was targeted for an assassination...but almost no one would believe the two fold reason as to why.
Hint: It has to do with ETIs and some "special guests" in attendance at the Senate Intelligence Committee closed hearing that same morning. The attempted assassination of Scalise was a diversion to draw the media off Capitol Hill and to Alexandria. Furthermore, the fact that he and others at the practice were and are attempting to blow pedogate wide open is a factor as well.
