She did not file a complaint. She did not let the owners know. Every year we have a HOA meeting where residents can suggest new rules and discuss issues. So instead of filing a complaint or letting the owners know about the issue with their two cats, she suggested the new rule which was discussed at the annual meeting. So instead of filing a complaint and trying to resolve the situation with owners or the HOA, she suggested a new rule that would affect every cat owner. Of course, the owners of the cats in question should take steps to resolve this situation, but she has not let them know there is an issue and since they don't know, they can't solve it.
