They have to do gradual growth. Or else it will be hard or maybe impossible to read the outcomes. Most of these things get documented on a very detailed levels, general public dont and wont even notice it when those documents do help in the future. Downvote me all yous want but those are the facts. People just think that these people are just out wanting to do the worst. Everyone works under pressure and they probably have thought of most of the things that people say should have done but general public doesn't have the facts nor the past documents. We are limited but they aren't so they know better and they have been doing fine.

And not everyone reads these reports, so imagine the amount of people that get mad. That's just one of the reasons.
